If you have a potato handy, you can slice the potato in half and use that to stick the broken light bulb into the sharp parts of the glass will go right into the potato and you can turn the potato just like you would the light bulb if it were still whole and use that to remove the broken light bulb. If you have something like this that has a structure above it that would prevent you from placing the potato onto the broken glass, you want to first and most importantly make sure that it's unplugged, not even just turned off, make sure that it's unplugged. Get some needle nose pliers and use these to turn the light bulb until you can pull it out safely. Make sure to dispose of it properly and if you have compact fluorescent bulbs, look up how to dispose of them properly on the Internet and what to do in case one of them breaks because they are different circumstances for compact fluorescent bulbs.
