The best fertilizer for hay is any type of fertilizer with a high percentage of nitrogen, which promotes leaf growth. Manure is a good choice, because it is relatively inexpensive, but over time excess phosphorous and potassium will likely be applied. Urea also is a good choice, because it consists almost exclusively of nitrogen (46-0-0).
