A capsicum is the Australian term for pepper. In Britain it is the common word for red, green and sweet peppers. The mild form is known as a bell pepper in America. Stuffed capsicums are a dish that is prepared in many places worldwide. Stuffed capsicums take around 1 1/2 hours to prepare.
Preheat the oven to 350 degrees F.
Bring to boil the rice and water in a saucepan. Reduce heat and cover for 20 minutes.
Cook the ground beef in a skillet until it is browned. Add the Worcestershire sauce and stir.
Remove the tops, membranes and seeds of each capsicum. Arrange the capsicums in a baking dish so that the open top is facing upward.
Dice the onion into small pieces and add to the ground beef.
Mix the rice, ground beef, tomato sauce, garlic powder, salt and pepper together in a large bowl.
Spoon out equal amounts of the filling into each capsicum and place in the oven.
Mix the melted butter and Italian seasoning together in a small bowl.
Bake the capsicums for 1 hour, while basting them every 15 minutes with the butter mixture. You can optionally sprinkle shredded cheese on top of the capsicums 15 minutes before they are done.
