Apply cheeks to the light bulb Uncle Sam ornament using the blush and cotton swab.

Step 6

Cut a 4-by-2 inch piece of off-white felt using the pinking shears. Cut ¼-inch slits in the felt along both 4-inch sides. You will end up with a trim piece that is 4 inches long and has a 1¾-inch fringe.

Step 7

Curve the uncut 4-inch side to frame the face and glue in place to form the beard.

Step 8

Draw a 3½-inch circle on the newspaper using the compass. Cut the circle pattern out.

Step 9

Pin the 3½-inch circle to the blue felt for the hat brim. Cut the brim out.

Step 10

Cut a 7-by-2½ inch piece of red felt. Cut six pieces of off-white ½-by-2½ inch felt. Find the center of the 7-inch length and glue an off-white strip from one long edge to the other using the craft glue. Continue gluing the additional off-white strips ½ inch apart. Allow the glue to dry.

Step 11

Overlap the short ends on the red piece ½ inch and glue using the glue gun.

Form the striped felt into a cylinder and apply craft glue to one edge. Set the glue end on a piece of red felt and allow to dry. Cut away the felt next to the glued seam on the cylinder to form the top of the hat.

Step 13

Apply glue to the opposite end of the cylinder and set it into the center of the blue felt hat brim. Allow the glue to dry.
