Much itself does not need water, but the plants in the mulch need the moisture and coolness the mulch helps to provide. When watering plants that have their roots covered in mulch, the water should run off the mulch and quickly be absorbed into the underlying soil. Once the soil has retained the water, check it periodically and maintain proper moisture levels.
