Spruces don't grow leaves from bare wood. Rather, they grow their leaves, or needles, in a spiral arrangement along new shoots. The shoots grow from the tree's bare branches. Spruces constantly drop old leaves, but ongoing leaf replacement gives the trees their evergreen appearance.
