Do plants grow larger in water or soil?

Most plants cannot grow large without both water and soil. Some plants can grow large exclusively in water, but even water plants often root in the soil below the water line. Azolla caroliniana, or fairy moss, can grow large exclusively in water. Water lilies appear to grow large only in water but root in the soil.
