Windmill palms (Trachycarpus fortunei) are cold hardy (USDA hardiness zones 8a to 10b), tolerating winter temperatures as low as 10 degrees F. University of Florida extension indicates windmill palms even tolerate light snow. Cover windmill palms if temperatures fall below 10 degrees F.
