Can Emerald Green Thuja be Planted in Pots?

A semi-dwarf American arborvitae cultivar, Emerald Green--also known as Smaragd and Emerald--thuja grows 6 to 9 inches annually, reaching 15 feet high and 5 feet wide at maturity. While size makes Emerald Green unsuitable as a pot plant, it's a suitable hedge plant.
